Organization
As stipulated by the Civil Service Protection and Training Commission Organic Law, the Minister, who oversees all operations, is appointed by the President. Two deputies assist the Minister in carrying out daily affairs. Five to seven full-time commissioners are appointed by the President of the Republic upon the nomination of the president of the Examination Yuan. Five to seven additional commissioners are retained by the president of the Examination Yuan on a part-time basis. Term of office is three years and renewable, except in the case of part-time commissioners, who, as deputy heads of their respective government agencies, are assigned to other positions.
Commissioners perform their duties independently in accordance with the law, regardless of party affiliation. Committee Meetings are convened with the Minister, Deputy Ministers and Commissioners to address relevant matters. As a consultative body, all committee members participate in adopting resolutions, determined by majority decision. Commissioners also take part in all deliberation concerning civil service protection and training policy, laws and regulations.
The Commission presently consists of the Department of Protection, Department of Local Civil Service Protection, Department of Training Development, Department of Training Assessment, Secretariat, Personnel Office, Accounting Office, and Ethics Office. In addition, in response to the demand for national civil service training, the National Civil Service Institute was established on 26 July 1999. Upon subsequent restructuring, the National Academy of Civil Service and Central Taiwan Training Center were established on 26 March 2010 with the Commission Minister acting as President.
Duties
In accordance with the CSPTC Organic Law, the CSPTC is responsible for performing the following functions and operations:
A. Planning and formulation of policies, laws and regulations governing civil service protection and training, and related administration.
B. Formulation and planning, and recommendations concerning the protection of rights and privileges related to civil servant status, working conditions, position grade and rank, pay, and other legal regulations and property; review, deliberation, verification, mediation, and determination of protection cases; communication and promotion, counseling, coordination and liaison related to protection affairs.
C. Issues related to mid- and long-term high-ranking civil service training; formulation, planning, and delegation of training and advanced training related to civil service examination qualification, rank promotion, administrative neutrality, and personnel; promotion of lifelong learning for civil servants; coordination of resource sharing and integration among training agencies and units; development of training evaluation methods and techniques, evaluation and analysis of various training needs and performances.
D. International exchanges and collaboration in the field of civil service protection and training.
