Take Off Program for Senior Civil Service –
2011 Trial Implementation Plan

1. Goal
To train senior civil servants with excellent management ability, forward-looking leadership skills, democratic policy views, an understanding of important national policies and future development visions, and an awareness of international and global development trends, facilitating the implementation of agency services and enhancement of the country's overall competitive advantage.
2. Number of trainees
(i) Management Development Training (MDT):
(1)Current civil service personnel at all agencies (except for judges and prosecutors) who meet the following qualifications, generally, up to 28 members:
a. Eligible selected appointees with grade 11or above, or having been selected an appointee with grade 10 for at least two years;
b. Obtained at least Grade A in a year-end performance evaluationduring the most recent two years.
(2) Full-time assistant professors (assistant Research Professor)of universities, colleges or institutes holding the position for three years or more; personnel in any NGO or NPO holding a position equivalent to the secretary-general; and personnel in any public or private enterprises holding a position equivalent to manager, in general, up to 7 members
(3) One class with up to 35 members in total will be opened.
 
(ii) Leadership Development Training(LDT):
(1) Eligible selected appointees with grade 12 or above (except for judges and prosecutors) in different agencies, generally, up to 20 members:
(2) Full-time associate professors(Associate Research Professor) of universities and colleges or institutes; personnel in any NGO or NPO holding a position equivalent to the deputy chairman; and personnel in any public or private enterprises holding a position equivalent to the deputy manager, in general, up to 5 members.
(3) One class with up to 25 members in total will be opened.
 
 (iii) Strategy Development Training (SDT):
(1) Eligible selected appointees with grade 13 or 14(except for judges and prosecutors) in different agencies, generally, up to 17 members:
(2) Full-time professors (Research Professor) of universities and colleges or institutes; personnel in any NGO or NPO holding a position equivalent to the chairman; and personnel in any public or private enterprises holding a position equivalent to the general manager, in general, up to 3 members.
(3) One class with up to 20 members in total will be opened.
3. Recommendation agencies and time limits for recommendation
(i)The Central Government and agencies under the Central Government: Eligible personnel shall be recommended by first-level agencies under the Central Government.
(ii)Local governments and agencies under local governments: Eligible personnel shall be recommending by management authorities.
(iii)Institutions and public and civil business agencies: Eligible personnel shall be recommended by agencies institutions served
(iv)Period of time for recommendation: March 10-30, 2011.
4. Selection procedure
(i) First review: recommendation agencies should review the eligibility of trainees before recommendation in written form.
(ii)Second view: The Civil Service Protection and Training Commission (CSPTC) should assess and select trainees recommended by agencies with the assessment center methods. The review of recommended trainees for Management Development Training will be conducted from April 14 to April 15, 2011, and that for Leadership Development Training will be conducted on April 18, 2011, while that for Strategy Development Training will be conducted on April 19, 2011.
(iii) Final review by the selection committee: After the prepared name-list of trainees is reviewed and approved by the selection committee, the name-list of trainees who will participate in the trainings should be publicized on May 5 of the same year. Then the National Academy of Civil Service (NACS) under the CSPTC shall handle training-related affairs.
5. Pre-training assessment and pre-studied courses:
(i)The CSPTC should introduce the competency assessment system for senior civil servants, in consideration with the core competence requirements for senior civil servants, to conduct job assessments on trainees passing the selection, and develop customized training courses and verify behavior assessment standards.
(ii)Read teaching materials designated by the CSPTC or study e-learning courses from TOP-SCS Hall at the “E-learning Forum for Civil Servants” on the website of NACS, and participate in online discussions and deliberation.
6. Place of training
(i)Domestic courses: NACS, Foreign Service Institute of the Ministry of Foreign Affairs, National Taiwan University College of Management and National Chengchi University College of Commerce.
(ii)Foreign courses: École Nationale d'Administration, National School of Government of UK and Bundesakademie für öffentliche Verwaltung.
7. Training period:
(i)Domestic courses: Aug. 05 to September 10, 2011 and September 25 to October 07, 2011. Fridays and Saturdays during these two periods are for common and core competence courses, and Thursdays in these two periods are for customized courses. The concentrated in-class study method is adopted for the training.
(ii)Foreign courses:
(1)SDT: September 5 – 16, 2011
(2)LDT & MDT: September 11 – 24, 2011
8.Courses design
(i) Common courses (50 hours)
(1)General knowledge courses: Include courses on major national policies, fiscal and economic policies, social policies, environmental policies, cross-Straits and diplomatic policies, and educational and cultural policies.
(2)Self-development and personal growth: Including health and life, feast of music, art appreciation, social concern and public service (including volunteer service experience), Outward Bound, decoding the soul & stilling the heart, study of classic texts.
(3)Benchmarklearning:Arranged visits to businesses and local government agencies.
(4) Others: including comprehensive activities.
 (ii) Core competence courses (100 hours)
(1) MDT(9 course modules)
a. Management capacity: including four course modules, namely, “Human Resources Management”, “TeamBuilding”, “Conflict and Change Management” and “Performance Accountability”.
b. Leading capacity: including three course modules, namely, “Leading Change ", "Communication and Marketing", and "Establishing Partnerships ".
c. Decision-making capacity: including two course modules, namely, “Strategic Governance Decision-Making and Public Problem Solving " and " Decisiveness ".
(2)LDT(6 course modules)
a. Management capacity: including three course modules, namely, " Leading Change ", "Communication and Marketing" and “Innovation”.
b. Decision-making capacity: including two course modules, namely, “Strategic Governance Decision-Making and Public Problem Solving " and " Decisiveness”
c. Management capacity: including one course module, namely, “Human Resources Management”,
(3)SDT(6 course modules)
a. Decision-making capacity: including three course modules, namely, “Strategic Governance Decision-Making and Public Problem Solving ", “Global Vision” and "Negotiation and Crisis Management".
b. Leading capacity: including two course modules, namely, "Leading Change " and "Communication and Marketing".
c. Management capacity: including one course module, namely, “Human Resource Management”,
(4) Foreign study will be arranged with respect to course modules of "Leading Change" and "Strategic Governance Decision-Making and Public Problem Solving ". And for other core competency course modules, domestic training will be arranged in NACS and other places.
 (iii) Customized courses (up to 30 hours)
The trainees should select courses in light of the assessment result and individual competency differences within a specified time limit and scope.
9. Teaching methodologies
Depending on the nature of the courses, teaching methods will include classroom lectures, action learning, role playing, workshops, field trips, and Outward Bound training.
10. Assessment methodologies
(i) Living assessment: conduct a living assessment from multiple aspects in light the performance of trainees, including assessment from tutors, lecturers and other trainees, and there should be self-assessment of trainees.
(ii)Study report: 1.Individual case study report; 2. Foreign study achievement report
11. Evaluating of Training
The CSPTC should conduct post-training competency assessment, and present the analytical report on differences between pre-training and post-training competency.
12. Matters required of agencies (organizations) and schools
(i)Arrangement should be made for substitutes to perform the trainees' duties during the study period. In order to avoid the waste of training resources, if a trainee cannot participate in study due to special circumstances, the CSPTC shall arrange for the next person on the alternates list to attend training instead.
(ii)During the study period, the agencies at which trainees are serving are requested to provide the trainees with leave as prescribed in the Civil Service Leave Regulations; requests for leave during the study period shall be handled in accordance with Civil Service Leave Regulations, and notification shall be provided to the agencies (organization) or schools for registration after completion of training.
13. Completion certificates
Trainees must participate in all necessary courses and activities during the training period. The Examination Yuan shall issue completion certificates to trainees who have completed training with passing grades. However, trainees who have missed 30 or more hours (including both domestic and foreign courses) of class time due to leave shall not be issued completion certificates.
14. Recurrent training
Upon the completion of these trainings, the NACS should provide recurrent training at the appropriate time.
15. Funding
(i) Funds required for the trainings should be payable from the budget for 2011 prescribed by the CSPTC andNACS.
(ii) Trainees who are not civil servants should assume responsibility for part of the funds for foreign training.
16. Others
(i) In the case that any trainee had already participated in training courses for senior civil servants during the same year, he should present certified documents to the CSPTC for exemption from relevant courses. The documents should be checked by the committee composed of the CSPTC and experts .
(ii) Any civil servant who resigns within two (2) months after the training should compensate the CSPTC for all costs of training.
